Senator Gardner moved that the resolution be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the resolution was returned to second reading. Senator Gardner offered Amendment No. 1 : Page 1, following line 11: Insert new material to read: "WHEREAS,since its enactment in 1906, 16 of 19 United States presidents have invoked the Antiquities Act; and" Page 1, following line 14: Insert new material to read: "WHEREAS, in 2006, former President George W. Bush exercised his authority under the Antiquities Act to protect nearly 140,000 square miles of land and water of the Northwestern Hawaiian Islands, known as the Papahanaumokuakea Marine National Monument, establishing, what was at the time, the largest marine conservation area in the world; and" Page 2, following line 5: Insert new material to read: "WHEREAS, on January 6, 2009, former President George W. Bush used the Antiquities Act to designate three separate areas of the Pacific Ocean as national monuments, including the Pacific Remote Islands Marine National Monument, barring commercial fishing, mining, and other uses in over 195,000 square miles of the high seas and establishing the world's largest marine reserves, larger in area than the world's previous largest marine reserve, the Papahanaumokuakea Marine National Monument, which former President George W. Bush established in 2006; and" 2015-04-15 Senate Journal Page 1016 Page 2, following line 15: Insert new material to read: "WHEREAS, on December 5, 2008, former President George W. Bush signed the proclamation establishing the World War II Valor in the Pacific National Monument, which reserved approximately 6,310 acres in nine different sites spread across Alaska, California, and Hawaii; and WHEREAS President Obama has not established any national monuments in Alaska under the Antiquities Act; and" Senator Gardner moved for the adoption of Amendment No. 1. Senator Giessel objected. The question being: "Shall Amendment No. 1 be adopted?" SENATE CS FOR CS FOR HOUSE JOINT RESOLUTION NO. 18(RES) was automatically in third reading. The question being: "Shall SENATE CS FOR CS FOR HOUSE JOINT RESOLUTION NO. 18(RES) Urging the United States Congress to pass the Improved National Monument Designation Process Act, pass the Senate?"
